           The undersigned is directed to invite reference to the Department of Personnel and Training Office Memorandum of even number dated the 19th May, 2009 regarding the Modified Assured Career Progression Scheme (MACPS).
Consequent upon introduction of the Scheme, clarifications have been sought by various Ministries / Departments about certain issues in connection with implementation of the MACPS. The doubts raised by varlous quarters have been duly examined and point-wise clarifications have accordingly been indicated in the Annexure.

2 The MACPS should strictly be Implemented in keeping wlth the Department of Personnel and Training Office Memorandum of even number dated 19/05/2009 read with the aforesaid clarifications (Annexure).

3. All Ministries / Departrnents may give wide circulation to the contents of this O.M. for general guidance and appropriate action in the matter.

S.No Point of doubt Clarification
1. 1 Whether the Pay Band would change in the hierarchy of Pay Bands & Grade Pay on grant of the benefits under MACPS? Yes. The upgradations under MACPS is to be granted in the immediate next higher grade pay in the hierarchy of recommended revised pay (band and grade pay as prescribed in the CCS, (RP) Rules,


2. Whether the benefits of MACPS would be allowed to the Government servants who have been later on inducted in the Organized Group “A” Service No. The benefits under MACPS is not applicable to Group ‘A’ officer of Organised Group ‘A’ Services, as the officer under Organized Group ‘A’ Services have already been allowed panty of two years on non-functional basis with the officers of Indian Administrative Service (IAS)
3. How will the benefits of ACP be granted if due between 01.01.2006 and 31.08.2008? The new MACPS has come into existence w.e.f. 01.09.2008. However, the pay structure has been changed w.e.f. 01.01.2006. Therefore the previous ACPS would be applicable in the new pay structure adopted w e f . 01.01.2006. Para 6.1 of Annexure-1 of MACPS is only for exercising option for coming over to the revised pay structure and not for grant of benefits under MACPS. The following illustrations would explain the position:

(A) In the case of isolated post:

Date of appointment in entry Grade in the pre-revised pay scale of
Rs.4000-6000: 01.10.1982

1st ACP granted on 09.08.1999 :
Rs.4500-7000 (pre-revised)

2nd ACP due on 01 10 2006 :
Rs.5000-8000 (pre-revised)
[revised PB-2 Grade Pay of Rs.4200]

3rd financial upgradation under the MACPS would be due on 01.10 2012 (on completion of 30 years of continuous regular service) in the immediate next higher grade pay in the hierarchy of recommended revised pay band and grade pay i.e. Grade Pay of Rs.4600 in PB-2.

(B) In the case of normal promotional hierarchy:

Date of appointment in entry Grade in the pre-revised pay scale of Rs.5500-9000: 01.10.1982

1st ACP granted on 09.08.1999 :
Rs.6500-10500 (pre-revised)

2nd ACP due on 01.10.2006 (as per the existing hierarchy) :
Rs.10000-15200 (pre-revised).

Therefore, 2nd ACP would be in PB-3 with Grade Pay of Rs.6600 (in terms of hierarchy available):

3rd financial upgradation under MACPS would be due on 01.10.2012 in the immediate next higher grade pay in the hierarchy of recommended revised pay band and grade pay of Rs.7600.

4. Whether the benefits of MACPS would be granted from the date of entry grade or from the date of thew regular servlce/approved service counted under varlous service rules The benefits under MACPS would be available from the date of actual joining of the post in the entry grade.
5. In a case where a person is appointed to an ex-cadre post in higher scale on deputation followed by absorption. whether the period spent on deputatlon perlod would be counted as continuous servlce in the grade or not for the purpose of MACPS (i) Where a person is appointed on direct recruitment/deputation basis from another post in the same grade, then past regular service as well as past promotions/ACP, in the earlier post, will be counted for computing regular service for the purpose of MACPS in the new hierarchy.

(ii) However, where a person iS appointed to an ex-cadre post in higher scale initially on deputation followed by absorption, while the service rendered in the earlier post, which was in a lower scale cannot be
counted, there is no objection to the period spent initially on deputation in the ex-cadre post prior to absorption being counted towards regular service for the purposes of grant of financial upgradation under
MACPS, as it is in the same Pay band/grade pay of the post.

6. Whether the pay scale/grade pay of substantive post would be taken into account for appointment / selection to a higher post on deputation basis or the pay scale/grade pay carrying by a Government servant on account financial upgradation(s) under ACP/MACP Scheme The pay scale/grade pay of substantive post would only be taken into account for deciding the eligibility for appointment/selection to a higher post on deputation basis.
7. In a case where 1st/2nd~ financial upgradations are postponed on account of the employees not found fit or due to departmental proceedings, etc. whether this would have consequential effect on the 2nd/3rd financial upgradation or not. Yes. If a financial upgradation has been deferred/postponed on account of the employee not found fit or due to departmental proceedings, etc.. the 2nd/3rd financial upgradations under MACPS would have consequential effect. (Para 18 of Annexure-1 of MACPS referred).
8. In a case where the Government servant have already earned three promotions and still stagnated in one grade for more than 10 years, whether he would be entitle for any further upgradation under MACPS No. Since the Government servant has already earned three promotions, he would not be entitled for any further financial upgradation under MACPS.
9. Whether the pre-revised pay scale of Rs.2750-4400 in respect of Group ‘D’ non matriculate employees, would also be taken as merged to grade pay of Rs.1800 for the purpose of MACPS in view of merger of pre-revised pay scales of Rs.2550-3200, Rs.2610-3540, Rs.2610-4000 and Rs.2650-4000, which have been upgraded and replaced by the revised pay structure of grade pay of Rs.1800 in the pay band


10. If a Govt Servant on deputation earns upgradation under MACPS in the parent cadre, whether he would be entitled for deputation (duty) allowance on the pay and emoluments granted under the MACPS or not?

No. While eligibility of an employee for appointment against ex-cadre posts in terms of the provisions of the RRs of the ex-cadre post will continue to be determined with reference to the post/pay scale of the post held in the parent cadre on regular basis (and not with reference to the higher scale granted under ACPS/MACPS). such an officer, in the event of his selection, may be allowed to opt to draw the pay in the higher scale under ACP/MACP Scheme without deputation allowance during the period of deputation, if it is more beneficial than the normal entitlements under the existing general order regulating pay on appointment on deputation basis.
11. Since the pay scales of Group “D” employees have been merged and placed in the Grade Pay of Rs.1800, whether they are entitled for grant of increment @ 3% during pay fixation at every stage. Yes. On the analogy of point 22 of Annexure-1 of MACPS, the pay of such Group “D” employees who have been placed in the Grade Pay of Rs.1800 w.e.f. 01.01.2006 shall be fixed successively in the next three immediate higher grade pays in the hierarchy of revised paybands and grade pays allowing the benefit of 3% pay fixation at every stage.

    I, Smt Rina Das at present working in the post Jr.Steno-III in the
    payband Rs 5200-20200/- grade pay Rs 2400/- under Dy. CEE(G) in the
    office C W M / Kanchrapara, Eastern Railway wef.04.06.2004. I, was
    joined in the post Jr. Steno-III in the scale Rs 330-560/- on
    18.10.1985 in the Office D R M , Sealdah, Eastern Railway. I, was
    promoted toSteno-II in the scale Rs 1400-2300/- on 01.08.1988 in the
    office D R M , Sealdah, Eastern Railway. I, was transfered to C W M
    ,Kanchrapara,Eastern Railway on 04.06.2004 on own request transfer by
    accepting lower grade and lower post,bottom seniority in the scale
    Rs4,000-6,000.At the time of transfer my basic pay was Rs6,500/- at
    Sealdah. But my basic pay was fixed at Kanchrapara Rs6000/- and
    stagnant.After 6th pay commission my pay was fixed
    Rs13,970/-(including grade pay Rs2400, and one stagnant incriment) on

    and clarification there on condition no. 14 of the ACPS(DOP&T
    O.M)Dated 09.08.1999,inter -alia,states that in case of transfer
    including unilateral transfer on request,regular service rendered in
    previous organisation shall be counted alongwith regular service in
    the new organisation for the purpose of getting financial upgradation
    under the scheme.This condition covers cases where a unilateral
    transfer is to a lower post.However,financial upgradations under the
    ACPS shall be allowed in the heirarchy of the new post.This order also
    follows by ministry of railways later dated 01.10.1999 and SCR SL
    As per DOPT No.35034/3/2008-Estt(D),and RBE NO.101/2009 about MACPS
    and clarification there on condition no.9 and condition no.24 in
    annexure -1,whether i am entitled for second finanacial upgradation on
    01.09.2008 in the immidiate higher grade pay Rs2800/- in the revised
    pay bands with one incriment.
    I, request you to kindly clarify me whether i am entitled or not the
    second financial upgradation on 01.09.2008 in the MACPS.Otherwise i am
    entitled the second financial upgradation on 18.10.2009 in the old
    ACPS in the scale Rs4500- 7000/-. Please clarify me and the Railway Establishment from what date my regular service counted for my MACP financial upgradation either from 01 .09 . 2008 or 04 .06 2024 when I will superannuated from service on 31.07.2017 after 31 years 9 months 14 days total service in railway department .
    This is my quiery and expect the answer and suggestion as early as
    possible with consultation the railway competent authority.

    I was appointed in Dec 1987 (KVS, M/o HRD, Govt of India) (Shifted to Autonomous organisation under M/o MSME, Govt of India in the year Dec 1989, through proper channel) in the scale of 1400-40- and got the promotion in the year Oct 2001 in the pay scale of Rs.5500-9000 (Group B post). I will be completing 23 years by Dec 2010, So far I have not got any ACP/MACP except one promotion in Oct 2001. Now I am in the Grade pay of Rs 4200/-. When I will get ACP/MACP and scale of Pay after up gradation. As per Government decision that employees are permitted to revise their initial option up to 31.12.2010, If I get ACP/MACP, can I avail the revised option, so that I can get pay scale 9300 with Grade Pay of Rs 5400/-. Pl clarify. (

    Dear Sir,

    I am presently working as Ofice Superintendent Grade-II in CPWD (Pre-revised scale:5500-175-9000 Revised PB-II 9300-34800+GP4200) Non-Gaz.Group-B(Supervisory post). I joined as LDCin 1981and promoted to UDC-Head Clerk_O.S. gd.II in the hierarchy after qualifying in departmental competitive examinations . As per VI CPC recommendations OS Gd.II and Head Clerk
    have been merged into single PB. But as per the hierarchy of promotion of ministerial cadre in CPWD is as follows:
    LDC-UDC-Head Clerk_Office Supdt Gd.II and then Office Supdt.Gd.I
    Prerevised scales :
    LDC 3050-4590, UDC 4000-6000,Head Clerk 5000-8000, OS Gd.II 5500-9000 and OS Gd.I(Gaz)6500-10500
    As per the MACP, an LDC after completion of 30 years he is getting GP 4600 which is highly irregular , since the LDC is supposed to get the 3rd promotion as OS Gd.II (present GP is 4200). Whether is in order? It is total indiscrimination to a supervisory staff who is drawing Grade Pay less than his junior-most subordinate. I had represented my grievances to my Department to forward the case to NAC but in turn my request has been turned down stating that the Revised scales havebeen granted as per VI CPC recommendations. Please comment?

    I joined Railway as Juniur Engineer on 04.05.2000 in the pay Scale 5000-8000 . First 18 month of training we are called apprentice Mechanic & I got stipend in the basic 4500/- After completion of training on 01.11.2001 I got payment in basic of 5150/- & after 6 month our basic become 5300/-
    I Want to know Date for MACP (training period is counted in service or not)

    It is very strange that the Welfare inspector having MBA,DIRPM PG with LLB etc. qualifications and HRD grievances problems dealing directly having direct risk in finalising death settlement and compassionate appointment has not been treated at par with accounts deptt assistant. The pay grade of assistant and nurses are directly increas whereas welfare Inspector kept all the pay commision on top but this 6th Pay commission never given attention towards us . Hence the govt. of railway is requested to kindly look into our anomoly for updated our grades so that we should not be hearted. The workload and risk is too much due to which the personnel branch staff is not interested to come to this cadre though the pay is less than others. Please look into this matter seriously. thanks.

    MACP should be counted previous govt. service benefits. There is very slow promotion avenes to the govt. staff hence these should be considered.

    Sir, I am working in deptt of food,Govt of India since 1984,as Technical Assistant.1st ACP granted on 9.8.1999 in the pay sca-
    le of 5500-9000/-& accordingly 2nd acp was due on 31.08.2008.
    As per departmental hierarchy before 6th cpc next scale is 8000-
    13500/-(pre-revised) my collegues those who have completed the 24 yrs. on 31.08.2008,has been given pay of 8000-13500 &
    also been provided grade pay of 5400/- as per 6th cpc.Despite of
    sending several representations through proper channel my case not been consider till date,loosing lots of financial benefit.Kindly advice me suitably

    I joined ICAR services on 21.6.1975. I was promoted to UDC through limited departmental exam during 1983 and thereafter promoted to Asstt. on 27.4.1993. I refused 3rd promotion as AAO offered to me during Feb., 2006 (i.e. after 8 months of completion of 30 years of service -1975 -2005 and 13 years in a grade – 1993- 2006). I had completed 30 years of service on 21.6.2005 and 10 years of service as ASSTT on 27.4.2003. I had not been granted 3rd financial upgradation by my office in view of of para 25 macp as I had refused promotion before 1.8.2009 i.e. date of implimentation of the MACP . In my opinion as per para 25 macp I refused promotion after becoming eligible for 3rd upgradation which was stagnated (completed 10 years in a grade) on the post of ASSTT on 27.4.2003 after serving 13 years at the post of ASSTT.(DOP as ASSTT – 4/93 – date of refusal 2/2006). Please clarify whether I am eligible for 3rd upgradation w.e.f. 27.4.2003 i.e. 1.9.2008
